We do hope that many of you are becoming familiar with the work of Cumberland Councils Health Determinants Research Collaborative (HDRC).

Perhaps you have attended a training or information session delivered by HDRC staff or perhaps a volunteer and/or staff member from your Team have recently joined the project as one of their new Community Co-Researchers.

Over the coming months you will start to see more of the Community Co-Researchers as they find their way around all thing’s health, pop up at Cumbria Action for Health meetings and Cumbria Mental Health Provider Forum events and connect with organisation like you that provide health and care for our most disadvantaged communities.

As providers of Pastoral Support for the Community Co-Researchers Cumbria CVS will be working closely with the Team. Our Health Partnerships Team will also be connecting with them. They are already members of both Cumbria Action for Health and Cumbria Mental Health Providers Forum, they receive copies of this Bulletin and are keen to start building up connections with the many wonderful third sector organisation working in the health and care landscape.

We hope that staff from HDRC and Cumbria CVS along with some of the Community Co-Researcher will join us at a future Network event to tell us all more about their role and the community-based research they will be focusing on over the coming years.

Clinical HealthPathways why are they important to the third sector & why you should get involved?

HealthPathways is an on-line resource which offers clinicians locally agreed information about health issues and conditions to make the right decisions, together with patients, at the point of care.
HealthPathways is designed and written for use during a GP consultation. Each pathway provides clear and concise guidance for assessing and managing a patient with a particular symptom or condition and who and how to refer them on for further tests and information. IMPORTANTLY Pathways also include information about other services including third sector organisations who can offer support and information to patients and their carers.
Content is developed collaboratively by general practitioners, hospital clinicians, and a wide range of other professionals including staff from the third sector. Each pathway is evidence-informed, but also reflects how services are delivered locally.

Third sector organisations can get involved in 2 ways:
1. Every fortnight new Pathways are published in draft form. You can get involved in commenting or asking for information to be added to the Pathway document. See below for the latest list.
2. Most important we want you to check through the Pathways and add your organisation’s information/website details to the Patient Information and/or Staff Information sections if you think it would be useful for GPs and other health staff to give patients your information

We understand that minimising the impact of poverty on healthcare provision is key to breaking the link between an individual’s income and their opportunity to live a long, healthy life. Our Poverty Proofing© team experts can support healthcare teams to listen to the experiences of their patients, staff and stakeholders on how poverty impacts them. We can then provide tailored guidance, built on evidence and tested methods, on what actions can support improvement in areas such as access, participation, experience and long-term engagement.

What will you gain from the training

Staff will gain understanding and awareness about:

-How poverty is defined
-Poverty statistics in a national and local context
-The causes and consequences of poverty
-The unconscious bias and stigma surrounding poverty
-The link between poverty and health outcomes
-How organisational practices can create barriers to accessing healthcare
-Why a whole system approach is needed when addressing health inequalities
-How the lived experience of individuals can be used to inform change

Community Co-Researcher training is officially underway! Created and delivered by Dr Suzanne Wilson from the University of Lancashire, it’s been a welcoming and energising time for our Community Co-Researchers to begin getting to know one another and exploring what this programme can do.

Our CCRs are now diving into training on research methods and project development and moving towards shaping their research interests around the priorities set out in the Cumberland Council Research Plan.

Once training is complete, it's time to connect. They’ll be linking up with others across all of Cumberland, including research theme groups, academic partners at the University of Cumbria and University of Lancashire, Healthwatch, community organisations, and Cumberland Council project teams to help shape and refine their projects. You’ll be able to follow their progress on our socials and they’ll be keen to meet as many of you as possible!

Later in the year, ideas turn into action, with CCRs leading deep-dive research within local communities. These projects put co-production at the heart of what we do, ensuring community voices shape both the questions and the outcomes.

We’re excited to see the research ideas that emerge and to watch them develop over the coming months (see also this Health & Wellbeing Bulletin’s introduction).

Join Health Innovation North East and North Cumbria for the next Digital Inclusion Forum, featuring special guest speaker Baroness Hilary Armstrong.

Baroness Armstrong, who recently launched the Government’s Digital Inclusion Action Plan, will be joined by Professor Dean Fathers, Chair of Health Innovation North East and North Cumbria, on Monday, 2 March 2026, 1:30 – 3:00pm.

The online session will explore how the Government’s Digital Inclusion Action Plan is being rolled out and why it is more important than ever to ensure no one is left behind.

As with previous forums, there will be dedicated time for discussion, giving participants the opportunity to reflect on the conversation and consider how we take this work forward together.

Making Every Contact Count (MECC) is the opportunistic delivery of consistent and concise healthy lifestyle information via brief or very brief behaviour change interventions, enabling individuals to engage in conversations about their health.

MECC provide an opportunity to discuss health and wellbeing lifestyle pathways which can support and enable behaviour change for key risk factors including smoking, alcohol, healthy weight, physical activity and mental health and may link to local social prescribing offers.

Two new play areas for Bransty 

Bransty will be getting two new play areas in 2026. 

There will be a play area for toddlers, aged 2 – 4 years beside the new community gardens, near Harbour View Nursing Home. 

The other, larger site, for children aged 4-14, will be located within the grounds of Bransty Primary school and open to the public outside of school hours with access via South View Road.

• Tougher rent repayment orders introduced, especially for repeat offenders.

• Fixed-term tenancies replaced by periodic tenancies. 
• Rent increases limited to once per year. 
• Ban on rental bidding - landlords cannot accept offers above the advertised price.

You can help by putting up one or both of the attached posters in your venue.  

Also, if you support any community groups attended by women aged between 47 – 53yrs of age could you ask if they would mind completing the survey? This age group includes those about to be invited or those who have been invited for first time screening.  I would be happy to attend the group to facilitate this and share more information about the Breast Screening process and signs and symptoms.

I realise that the posters do not mention Cumbria directly and the slang is more from North East area but Cumbrian views are being sought (I have fed this back).  

The Northern Cancer Alliance are currently trying to determine why fewer women attend screening following their first invitation, but do go on to complete routine screening. The survey takes about 10 minutes and explores the barriers/challenges and motivators to attending breast screening.

• Breast cancer is the most common cancer in women 
• 1 in 7 women on the UK develop breast cancer during their lifetime. 
• In the UK there are around 56,400 women and 390 men diagnosed with breast cancer each year.

Cumbria Community Transport Conference - The Quiet Site, Ullswater, Penrith CA11 0LS on 10th March, 10am - 4.00pm
The conference, hosted by Sustainable and Integrated Transport for Ullswater (SITU) and supported by ACTion with Communities in Cumbria (ACT) and The Royal Countryside Fund (RCF) will provide an opportunity for community transport initiatives/groups to come together and learn from one another, develop ideas, and envision the future of community transport in Cumbria.

The day will involve the opportunity to hear from experts in community transport, talks from other successful community transport initiatives across the country, and engaging afternoon workshops which will support community transport groups/initiatives to plan and develop their ideas, all within a supportive, informal, and energetic space.

The SEND Local Offer is a resource that all Local Authorities must have. It compiles local SEND information, provision, and resources in one place – ‘setting out in one place information about provision they expect to be available across education, health and social care for children and young people in their area who have SEN or are disabled, including those who do not have Education, Health and Care (EHC) plans,’ (SEND Code of Practice, 2015).

The Local Offer has two key purposes:

• To provide clear, comprehensive, accessible and up-to-date information about the available provision and how to access it, and
• To make provision more responsive to local needs and aspirations by directly involving disabled children and those with SEN and their parents, and disabled young people and those with SEN, and service providers in its development and review

The CSCP is delighted to announce that we are holding a Safeguarding Week from 9 - 13 March 2026.

Safeguarding Week is a dedicated time to raise awareness, refresh knowledge and strengthen our collective responsibility to protect children and young people in Cumberland.

4-WEEK EMOTIONAL WELLBEING PROGRAMME OFFERS SUPPORT, CONNECTION AND PRACTICAL TOOLS FOR
PEOPLE LIVING WITH AND BEYOND CANCER

iCan Wellbeing Group CIO is proud to announce the launch of Living With & Beyond Cancer: Wellness Support, a new free 4-week course designed to support people affected by cancer nurture their emotional wellbeing. Starting Thursday 5th February 2026, the weekly sessions will run every Thursday from 1:00pm – 3:30pm and provide a safe, welcoming space for participants to connect with others who understand what they’re going through. The course includes a guided emotional wellness workshop alongside relaxed group discussions, offering both practical support and peer connection over a cuppa and a chat.

Topics covered will equip participants with tools such as mindfulness, breathing exercises, and self-compassion practices to help manage stress, anxiety, and emotional challenges. This programme has been funded by Cumbria Community Foundation through
Northern Cancer Alliance, helping ensure that this vital support is available free of charge to those who need it most.
“Our Living with & Beyond Cancer project is something we see as a long standing project, we are aware of the challenges people face when they are impacted by cancer. This project has been designed to increase awareness of emotional wellness tools as well as meeting other people you can connect with who are facing similar challenges.”

Cumberland Libraries and the Social Prescribing teams are working in partnership with Together We and Always Another Way to highlight the importance of talking for wellbeing. 

On national Time to Talk Day, Thursday 5 February 2026, the teams will be available in both Whitehaven and Workington Libraries, aiming to speak with as many people as possible. 

Members of the Social Prescribing team will be at each library from 10am to 12pm, promoting Joy - a directory and referral platform that allows residents to directly access local support services. They will be joined by staff from Always Another Way in Workington Library and Together We in Whitehaven Library. Both organisations provide mental health and wellbeing support through one‑to‑one sessions and group activities.

Child Accidents in the Home – Free resources

Stay One Step Ahead: Reducing child accidents in the home Webinar 12th February 2026, 1pm – 2pm. Every year in England, around 370,000 children under five sustain an injury that requires hospital care. Most of these injuries happen at home, and most are preventable. Families living in disadvantaged areas are at greatest risk.

Families First Partnership roadshow sessions, designed to bring us all together as partners to explore what this new programme means for the way we work across Cumberland.

These events will give you the chance to:

• learn more about the Families First partnership programme.
• strengthen relationships across teams and organisations.
• build on the work we’re already doing to provide early help and support for children, young people and families.

NHS England’s national Call for Evidence to support work on the Accessible Information Standard (AIS) sets out how services should meet communication and information needs of people with disabilities or sensory loss.
Organisations are invited to submit organisational evidence on the costs and benefits of implementing the AIS, such as audits, service reviews, evaluations or data on missed appointments, repeat contacts or complaints linked to communication barriers. This evidence will inform an assessment of whether the AIS should be made mandatory. Complete the survey via Microsoft Forms before 11 February 2026.

Stepping into 2026, we have plenty of energy and ideas for the year ahead. With our Community Co-Researchers starting their training, the new research groups coming together and putting the finishing touches to our new training programme starting later in the year, we're off to a strong start and excited to see what's next.

The Cumbria Health UDAC service provides urgent DENTAL appointments via NHS 111.

The Cumbria Health UDAC (Urgent Dental Access Centre) service operates from 4 Wavell Drive, Carlisle, CA1 2SE.

It offers urgent dental care appointments accessible via NHS 111 and Dental Direct (01228 603900). 

How can I get an appointment? 

Mon–Fri, 8am–5pm: Call Dental Direct on 01228 603900 

Please only book an appointment if you have one of the urgent problems listed above and cannot get an urgent appointment with a local high street NHS dentist. If you do not attend your appointment, it means someone else with an urgent dental problem cannot get help.  

Service Hours and Capacity

• Monday to Thursday: 9:00 AM – 7:00 PM (subject to change)
• Friday: 9:00 AM – 5:00 PM
• Approximately 140 appointments available weekly
• Weekends & out of hours through NHS 111

What problems can the centre help me with?

You can use the centre if you have one or more of these urgent problems: 

• Severe toothache that causes persistent and intense pain that cannot be managed with over-the-counter painkillers.  
• Dental abscess infections that cause swelling, pain and possibly fever.  
• Broken or knocked-out teeth. 
• Bleeding in the mouth following a dental procedure or an injury that does not stop by itself but can be controlled. If bleeding cannot be controlled in any way, emergency care may be necessary.  
• Swelling in the mouth or face that could be a sign of infection.  
• Fractured, loose or displaced fillings causing pain.  
• Severe bleeding from gums or acute conditions affecting other soft areas of the mouth (such as cheeks or tongue). 

⚠️You cannot get routine dental care, like a check-up, at this centre.  

Who can use the centre?

You can use the centre if you have one or more of the urgent problems above and:

• you are not currently getting ongoing treatment from an NHS dentist
• you cannot get an urgent appointment at a local high street NHS dentist

Patient Registration and Appointment System

• The service does not register new patients; it manages urgent care only
• Operates a triage system where external agencies assess dental needs and book suitable appointments

Cumberland’s Adult Social Care services are continuing to strengthen following an assessment by the Care Quality Commission (CQC), which rated the service as ‘Requires Improvement’.  

The assessment recognised a number of positive developments, including:  

• Clear foundations established since Local Government Reorganisation in 2023.
• High levels of satisfaction among people receiving care, with many reporting choice and control over their daily lives. 
• Visible and accessible leadership, with staff feeling supported and well trained.  
• Safe services and effective transitions for most young people moving from children’s to adults’ services.  
• Early progress in personalised care and partnership working.

New Adult Education Classes in the Eden area.

Racism can have a profound impact on people’s wellbeing and talking about it isn’t always easy. To help start those conversations, Cumbria, Northumberland, Tyne and Wear NHS Foundation Trust (CNTW) has produced two resources to support both staff and patients to understand racism. 

An accessible video and leaflet have been designed for people with learning disabilities in mind, but it’s hoped the content will be useful for everyone.

New A&E entrance and waiting area opens

It’s been all systems go this week as the entrance to the Emergency Department (A&E) at the Cumberland Infirmary moved to a new waiting area.

The entrance has switched back to where the previous A&E entrance used to be – at the side of the hospital, close to where the ambulance bays are located. The entrance now leads to a new waiting area for A&E.

Statement in relation to the PFI arrangements at the Cumberland Infirmary, Carlisle

In line with our Board strategy and sustainability plan, and through the development and approval of a robust business case, the Trust has successfully demonstrated to stakeholders, including NHSE, DHSC and HM Treasury, that a no-fault voluntary termination of the PFI contract will provide value for money.

As a result, NCIC served notice on 31st December 2025 to Health Management (Carlisle) Limited to voluntary terminate the Cumberland Infirmary Carlisle PFI project agreement. The termination will be effective from 31 March 2026.

The Trust is working with Health Management (Carlisle) Limited and its primary sub-contractor Mitie to deliver an orderly and safe transition of services that maintains quality and safety of soft and hard facilities management services provided at Cumberland Infirmary Carlisle.
