The Plan is here - it’s finally landed and it’s a whopper 😊

The government published its NEW 10 Year Health Plan 03.07.2025. It’s 168 pages long, 148 of which contain mainly densely written content so it’s a tough, complex read.

Within the body of the Health & Wellbeing Bulletin you will find links to some good summaries and context pieces that will help you to understand the content and to start to unravel what it might mean for our sector and our work in health and care for the future. We have tried to include a selection of spoken word and articles, and pulled the information from different parts of our sector (NAVCA, KingsFund and ALLiance42)

We know that much of the discussion and change will be led at regional ICS/ICB level; North East & North Cumbria ICB (in the North Cumbria NHS area) and Lancashire & South Cumbria ICB (in the South Cumbria NHS area). So here in Cumbria the Health Partnerships Team will do our best to let you know about any opportunities to hear more. We will be working closely with the two VCSE Alliances (our sector’s voice in these regional bodies) to ensure a Cumbrian voice gets heard and that information relevant to you gets into Cumbria through our Bulletin, through local events and through Cumbria Action for Health.

Once again if all this is gobbeldy gook to you but you’re really keen to know more please do contact the Health Partnerships team (see emails below). There are all sorts of ways we can support you to get to grips with all the structures, letters, numbers and strange terminology in the 10 year Health Plan or health and care more generally. We can offer 1:1 meetings, staff Team presentations, links to useful web-based resources and much more.

Health Pathways for week beginning 21/07/2025

Clinical HealthPathways why are they important to the third sector & why you should get involved?

HealthPathways is an on-line resource which offers clinicians locally agreed information about health issues and conditions to make the right decisions, together with patients, at the point of care.
HealthPathways is designed and written for use during a GP consultation. Each pathway provides clear and concise guidance for assessing and managing a patient with a particular symptom or condition and who and how to refer them on for further tests and information. IMPORTANTLY Pathways also include information about other services including third sector organisations who can offer support and information to patients and their carers.
Content is developed collaboratively by general practitioners, hospital clinicians, and a wide range of other professionals including staff from the third sector. Each pathway is evidence-informed, but also reflects how services are delivered locally.
Third sector organisations can get involved in 2 ways:

  1. Every fortnight new Pathways are published in draft form. You can get involved in commenting or asking for information to be added to the Pathway document. See below for the latest list.
  2. 2. Most important we want you to check through the Pathways and add your organisation’s information/website details to the Patient Information and/or Staff Information sections if you think it would be useful for GPs and other health staff to give patients your information

Meet the 3rd Sector Event with a twist!!

For this Meet the 3rd Sector Event with a twist we are partnering with North Cumbria Integrated Care (NCIC) Foundation Trust. Our aim is to provide an opportunity for NCIC’s managers to connect with 3rd sector organisations who can offer support to their staff.

As usual we will be offering a market-place style event that show cases all our sector’s great services
Cumberland Infirmary, Carlisle - Wednesday 10.09.2025 1.30pm to 3.30pm

Open to stall holders 1pm for set up

This event is a great way for you and your organisation to connect with a team leads and staff managers from across NCIC and to provide them with information about the services and support you can offer their staff. This could range from support with debt, substance misuse, mental health and mental wellbeing, physical activity, weight management, volunteering, support in a caring role, connecting with community activities, green social prescribing etc etc.

NCIC will be working with senior staff and staff managers to publicise the event and encourage them to attend. The event is being held next to the staff restaurant during shift change-over period to maximise attendance.

We have limited space, so we need you and your organisation to book to attend. A booking link will be shared soon.

KESWICK AND SOLWAY area
Keswick & Solway Neighbourhood Population Health - Third Sector Event

Keswick and Solway ICC Population Health Third Sector Showcase.
Come and meet up to 100 staff based at GP practices across the Keswick and Solway Integrated Care area (this includes Aspatria, Dalston, Wigton, Keswick, Silloth, Caldbeck and Kirkbride).

The practices are hoping to understand more about the community support available to their patients so they can improve the health of everyone, especially those who are most in need.

Staff will be encouraged to browse a 3rd Sector ‘Market Place’ over their lunch, 1-2.30pm, then will be free again 3.45-4.15 in between lived experience sessions.

There is space for 20 organisations, 2 per 6ft table provided by the Market Hall, and we can't guarantee any plug socket access.

Practice staff do not need to sign up, only the VCSE organisations who would like a stall.

New funding available for Social Prescribing Projects – applications open

VONNE is delighted to announce the launch of a new round of investments into the VCSE sector through our 2025/26 Healthy Communities & Social Prescribing Grants Scheme.

Funded as part of the ICB’s Healthier and Fairer programme, the scheme will fund up to 8 new projects, with grants of £15,000 to £30,000 available to VCSE organisations.

This new grants scheme aims to strengthen and improve social prescribing and improve outcomes for people living and working across the North East and North Cumbria.

Projects must be delivered by the end of March 2026, and have strategic significance and potential for application across the region. For example, could your organisation:

  • help improve social prescribing effectiveness, e.g. by developing new approaches/resources?
  • support the development of impact measurement systems and tools for social prescribing?
  • help tackle health inequalities in marginalised communities with unmet health and wellbeing needs?
  • or promote and build awareness of and value in social prescribing services?

If you are interested in delivering a project in support of any of these priority areas, and are a VCSE organisation based in the North East and North Cumbria region, please do consider applying for the funding.

EOI forms must be emailed to healthandwellbeing@vonne.org.uk by 12 noon on Monday 11th August 2025.

Cumbria Connect to Work – Market Engagement Session 24.07.2025 3.30pm to 4.30pm

Thursday 24th July from 3.30pm -4.30pm.  

A market engagement session to shape the future of employment support in Cumbria.

Cumberland Council, in partnership with Westmorland and Furness Council and Enterprising Cumbria, is excited to announce an incredible opportunity to partner with us on the Connect to Work programme across Cumbria.

Today we are launching our market engagement phase for the Cumbria Connect to Work programme to improve employment outcomes across the region, with a particular focus on supporting people who face barriers to entering or remaining in work.

Connect to Work is a voluntary programme, delivering the evidence-based Supported Employment model, 'place, train, and maintain', via two distinct types of interventions based on the needs of the participant - Individual Placement and Support (IPS) and Local Supported Employment (LSE). Our ambition is to deliver this programme in partnership with one high-quality provider (Service Coordinator), who is able to meet set targets for supporting economically inactive adults across Cumbria into work delivering both the IPS and SEQF elements of Connect to Work.

This opportunity seeks a lead organisation to function as a Service Coordinator, bringing together the rich tapestry of smaller local delivery organisations embedded in local communities, building capacity and capability within that network and supporting direct delivery where it is necessary and right to do so.  The Service Coordinator will need to invest in their delivery partners to ensure quality services are delivered to all participants across Cumbria regardless of place.  Success of the programme is reliant upon integrated referral pathways, employer engagement and participant-centric support.

Event Details

This online session will provide an overview of the Connect to Work programme’s aims, delivery model, and commissioning approach. It is an opportunity to:

  • Understand the delivery model, programme scope and outcomes
  • Contribute your insights and feedback
  • Ask questions and engage with the programme team

We welcome attendance from local, regional, and national organisations working in employment, skills, health and wellbeing, and related sectors.

Only one representative per organisation will be able to attend the session.

Cumbria Mental Health Provider Forum is looking for a new CHAIR

Do you have a passion for mental health and mental wellbeing care delivered in Cumbria by the third sector? 

Cumbria has a vibrant and innovative third sector that delivers 100s of fantastic mental health and mental wellbeing services across the county. 

Staff and volunteers are passionate about the work they do and work hard to ensure that the services they provide reach out and make a difference to people from all walks of life and all of our communities.  

It’s important that third sector organisations work together adding value to one another’s services, making sure we reach right out into the remotest communities and the most disadvantaged neighbourhoods and ensuring we grow and build new services where they are needed most. 

Our services also need to be integrated with and to complement all the other services provided by our partners in the statutory and private sector.  

That’s why Cumbria Mental Health Provider Forum is so important and why we need an enthusiastic new Chair to helm the Network for the next 3 years.  

Are you: 

  • A powerful ambassador for all the great mental health and mental wellbeing services the third sector delivers in Cumbria? 
  • Skilled at describing the third sector’s core skills of innovation, flexibility, working at pace and reach into disadvantaged communities? 
  • Skilled at working in and leading multi-agency initiatives, coproduction and discussions. 
  • Passionate about providing the third sector with a pro-active, positive voice in mental health and mental wellbeing in Cumbria 

We are looking for an individual who currently works and/or volunteers within a third sector organisation that delivers mental health and/or mental wellbeing care services in Cumbria and who has experience of leading partnerships, multi-agency projects or Networks. 

Please note: this is an unpaid volunteer position  

What is Cumbria Mental Health Provider Forum? 

Cumbria Mental Health Provider Forum is a Network of 100s of third sector organisations all of whom deliver mental health and mental wellbeing services in Cumbria. The Network has been in operation for over 10 years.  

It is a vibrant and lively group of staff and volunteers who value getting together to provide: 

  • an opportunity for local organisations to connect – with one another and with colleagues from statutory health & care services. 
  • a place and space for us to share a whole range of information about mental health and mental wellbeing services across the county with the sector. 
  • our sector with an opportunity to develop and deliver a unified third sector voice in relation to mental health and mental wellbeing issues, concerns, governance and structures across the county. 

The network meets on alternate months of the year, with additional events held as necessary.

VONNE who lead on the VCSE Partnership Programme across NENC will be providing a more detailed response over coming weeks. They await the formal response from the North East North Cumbria ICB which will enable a more local response. However, they are keen to highlight recent comments from Sam Allen Chief Executive of the NENC ICB/ICS who has ‘committed to continue to work together with the VCSE in the region’.

Statement on the future of Healthwatch Westmorland & Furness and Cumberland

Statement released - June 30, 2025

Like us, you will have seen the news this weekend regarding the government’s decision to close Healthwatch, including Healthwatch England and the network of more than 150 local Healthwatch. We are deeply saddened and disappointed by this decision and we are awaiting the publication of the NHS 10 Year Plan and Penny Dash Review into Patient Safety to help us understand this further.

At this moment the NHS is undergoing yet another major reorganisation, one that will see thousands of roles lost, the government has also chosen to remove one of the few truly independent organisations that champions the voices of patients and the public.

While we await further detail, our priority remains clear.

We are committed to continuing our work, delivering our local Healthwatch and wider projects to the highest of standards. Making sure the voices of people in Westmorland and Furness, Cumberland, Lancashire, County Durham, and Stockton-on-Tees continue to be heard in the places where decisions are made. That includes delivering our workplan for 2025/26, shaped directly by local people and focused on the issues they’ve told us matter most.

We will share more about our future once the government’s proposals are clearer. Until then, it is business as usual: listening, championing and standing up for people in health and care.

NEW Carlisle opportunities and Challenges report

The report was commissioned by Cumbria Community Foundation to examine the city’s social needs and community issues, highlighting work already being undertaken to address disadvantage and identifying opportunities to help communities thrive.

The report covers topics including employment and skills, health and wellbeing, and ageing well, and is based on extensive independent research and interviews across all sections of society in Carlisle and the surrounding area.

More than 400 people completed a survey giving their views on life in Carlisle, with the results also feeding into the report.

Carlisle: Opportunities and Challenges follows three similar reports produced by the Foundation since 2017: one looking at the whole county, and others focusing on West Cumbria and Furness.

A steering group made up of local people led the work to ensure the report reflected the needs and priorities of the Carlisle area, chaired by Kevin Walsh, Vice Chair of Cumbria Community Foundation.

Hope Haven and Next Chapter Coffee Bar (Kells) set up Chatty Café

The Next Chapter Coffee Bar in Kells has become the first café in West Cumbria to join the Chatty Café Scheme, a nationwide initiative to reduce loneliness.

The Chatty Café scheme aims to reduce social isolation by encouraging people to start conversations.

The Next Chapter Coffee Bar will host a Chatty Table every Friday from 10am – 12 noon, offering a welcoming space for people to connect.

CNTW move acute adult assessment and treatment inpatient services from Yewdale Ward to Carleton Clinic

CNTW Trust Board has made the decision to relocate acute adult assessment and treatment service from Yewdale Ward in Whitehaven to additional inpatient beds at the Carleton Clinic in Carlisle.

This decision follows several years of significant challenges at Yewdale Ward that have made it increasingly difficult to deliver safe, high-quality, and effective inpatient care in that environment.

The move aims to ensure that service users receive the best possible care in a setting that is safe, therapeutic, and fit for purpose.

New Lung Cancer screening programme already saving lives 

A new lung cancer screening programme rolling out across north and west Cumbria is already proving to be lifesaving.

The new screening programme, is in line with one of the three key shifts from treating sickness to prevention outlined in the NHS 10 year plan published today. It helps to detect lung cancer at an early stage when treatment is more effective.
Adrian Wilson from Workington was diagnosed with stage one lung cancer after he attended his screening just before Christmas and is now urging others to do the same.
Adrian 70, was diagnosed with stage one lung cancer after being invited to take part in a free Lung Cancer screening programme by North Cumbria Integrated Care NHS Foundation Trust (NCIC) Lung Cancer screening team.
The programme invites smokers or ex-smokers between the ages 55 to 74 to attend a free lung health check, where a member of the team will ask questions and determine if the patient would benefit from a CT scan.

SURVEY - How confident do you and your staff feel about supporting people approaching end of life

It is likely that the care we provide for service users may at times be Palliative and/or End of Life Care, however it can be challenging to best support people and their families to experience 'a good death'.

The purpose of this survey is to get an idea of how confident colleagues working across Social Care and our Learning Disabilities communities feel about supporting clients who may be receiving palliative care, or who may be approaching the end of their life. Knowing this will allow us to be able to better offer advice and support develop confidence when supporting clients to have a good death, in the way they want it.

Please could you take just a short time to complete a quick survey and share your views, it shouldn't take any longer than 10 minutes to complete and can be printed and completed by hand if needed. There are no right or wrong answers, please answer honestly as this will help us get a clear picture of what support will help you in your role feel more confident in this area of care. First event: Developing and Supporting Ethical Practice in Research

Patient and public involvement and engagement in research needs to be a meaningful, safe and productive experience for everyone involved.

What are the ethical issues in ensuring this is the case? How will Patient and Public Involvement and Engagement be responsive to peoples' values, motives, needs and preferences to build inclusive, diverse and purposeful relationships?

A group including the NIHR ARCs East of England and North East and North Cumbria, the Health Research Authority and independent public contributors and researchers are planning a series of collaborative online events to explore these questions.

NEW Plan for digital inclusion

Those of you who have waded your way through the NHS 10 Year Plan will have seen the emphasis on digital technology and how this will increasingly used over coming years to support and deliver health services.

For those of us who have real concerns about how this will impact on people who experience health inequalities and who are so often digitally excluded will have read this with concern.

It is therefore important that NENC (North East & North Cumbria) ICB has just published it’s NEW plan for Digital Inclusion.

It’s called Tell us what you think, and it’s all about making it easier to share opinions, ideas and experiences with North East North Cumbria NHS.
 
It's a chance to tell the NHS what you think about local services, what could be done better, and what matters most to you.

If something went well for you or your family, they also want to hear about that too.

NHS want to hear from as many people as possible – so please help us by spreading the word about Tell us what you think in your community!

Councils’ request deferral for Mayoral Election to May 2027

Cumberland Council and Westmorland and Furness Council have written to the UK Government to request a deferral to the proposed 2026 Cumbria Mayoral Election. They have requested that, if required, the election is held in May 2027, a year later than planned.

The Government has yet to confirm that statutory tests have been met and that Devolution in Cumbria can proceed. If it can, both councils then still need to make a formal decision to agree to a Mayoral Combined Authority, which would then require an election.

In a letter requesting a deferral to Rt Hon Jim McMahon MP, Minister for English Devolution and Local Governance, the councils state:

‘Caring as a Determinant of Health 

A partnership team from across the University of Cumbria (Dr Elaine Bidmead), Cumberland Health Determinant Research Collaboration (Professor Kaz Stuart) and Cumberland Council Adult Social Care Team (Joanne Evans) presented preliminary findings from a literature review on the impact of giving care on carers. 

The University of Cumbria's Policy Fund enabled the team to search for relevant papers, use Covidence reviewing software, consult with carers and convene a policy event for stakeholders across the region. 

The policy event this week saw 22 people come together to consider the implications of the six negative impacts of caring found in the literature and the cost they have for the carers healthy lifespan. The participants identified a range of policy, practice, community and research solutions which will inform the next phase of the work. 

The literature review is still on-going with a range of reviewers from across the University and Council.

NHS survey on gluten-free prescriptions

The NHS in the North East and North Cumbria has started a six-week public survey. We are asking people to share their thoughts on a proposal to stop prescribing gluten-free bread, rolls, and flour mixes in our area. These are the only gluten-free foods currently available on prescription here. No other gluten-free products are prescribed. The survey will run to 25 August 2025. We want to hear from as many people as possible before any decisions are made.

Why is this being looked at?
Some people, like those with coeliac disease and some other health conditions, need to avoid gluten to stay healthy. At the moment, about 4,700 people in our area get gluten-free bread, rolls, and flour mix on prescription. That’s around 34,000 items a year.
But things have changed over time:
• Gluten-free foods are now easier to buy in shops and online.
• Food labels are clearer, so it’s easier to pick safe foods.
• Gluten-free foods still cost more than regular food.
• The NHS pays more for these products than the prices in shops.
We also know that different areas prescribe different amounts, and we want to make sure NHS money is spent fairly and equally across our region.

What’s happening now?
No decision has been made yet. We want to hear what people think through:
• An online survey: Share your views on health and care projects | North East and North Cumbria NHS
• Focus groups, especially for people who may be more affected

How you can help:
• Please share the survey with the people and communities you support.
• You can also fill in the survey yourself on behalf of your organisation.

Trauma Informed Training Survey by the AHP and Psychological Services Team

We are planning to set up a NENC regional group focusing on developing ‘Trauma Informed Training and Implementation’. In preparation for this, we would like anyone with an interest in trauma informed training, particularly existing trainers to complete a questionnaire which is exploring what training is ongoing in the region already and whether those responding to the questionnaire would like to be considered for membership of the group that will be set up in the autumn.

We’re inviting UK healthcare professionals to share their insights in a short survey exploring the diagnosis and care of people with dementia and would be extremely grateful for your input.

This research, led by Alzheimer’s Research UK, aims to better understand the roles of healthcare professionals in dementia care, and identify how we can engage more meaningfully with professionals like you. The survey will take no more than 5 minutes to complete.
