Dear Members

Many of you will be starting to see the real everyday impacts of all the changes to local Integrated Care Board (ICBs) structures and staffing in both the North Cumbria and South Cumbria NHS area.

We know from experience that this is a difficult time for the third sector. Over the next few months we will all be navigating a new NHS landscape:

  • with changes to existing governance structures
  • Trying to understand what familiar governance structures might be being changed, dropped and/or are being led by different parts of the system and different people
  • Seeing familiar and trusted faces from ICBs disappearing or popping up in new and/or different roles
  • Trying to understand what to expect of new roles and new faces

In amongst all this change we are also trying to get our heads around Neighbourhood Health and what this will mean to the third sector and ways of working across our local health and care systems.

One thing we do know that we can hold fast to in North Cumbria are the Integrated Care Communities (ICCs).

Once again organisations have shown just how key these health and care communities are to our sector and how much the third sector values them as a space and place to have real conversations and develop real partnerships with other parts of the health and care system.

Many of you will have seen the recent opportunity to take up an ICC Third Sector Representative role in the North Cumbria ICCs of Carlisle Urban, Eden and Workington. We had 5 individuals complete an expression of interest and, as a result we are now holding a ballot to ensure those who take up the role are elected by you and represent the third sector in North Cumbria. Please get involved and vote.

Each third sector organisation that holds a membership of Cumbria Action for Health and operates a service within the North Cumbria NHS footprint will have ONE opportunity to vote for the 3 candidates they feel will be most effective at representing the third sector in this role.

The successful candidates will work as part of Collaborative Leadership Teams in Integrated Care Communities (ICCs) across North Cumbria. They will be representing the third sector in a key part of our local approach to planning, developing and delivering integrated health and care services.

Passion, connection and community: How to get person-centred neighbourhood health right' A celebration of social prescribing and link working in North Cumbria.

Join us to mark the launch of an exciting report which showcases the power of community-based, holistic, link-worker based health and wellbeing support.

The report tells the story of Cumbrian people who have benefitted from social prescribing approaches, through a series of case studies.

They have faced challenges including bereavement, addiction, homelessness and ill-health. Link work and community support from the VCFSE sector has helped empowered them to improve their health and given them hope for the future.

It also brings together the most recent research on the benefits of social prescribing both to the system (financial savings, reduced burden on healthcare) and to the individual (mental health and wellbeing).

Come and hear from members of the steering group on how the report was put together and what it means for the future of neighbourhood health in North Cumbria.

As we only have 3 available places we need to hold an election.

Come & find out more about NEW Connect to Work service (dates in Barrow, Carlisle & Whitehaven)

You are invited to join one of our local launch events for Connect to Work, a new programme supporting people with disabilities, health conditions, or complex barriers to employment to find and sustain meaningful work.

These events will bring together the delivery partners and organisations who can refer individuals into the programme, as well as employers who may benefit from recruiting motivated candidates. The programme also supports employers to retain existing staff who may be experiencing personal or health‑related challenges.

New Family Help website launched

The new online hub supporting families across Westmorland and Furness provides a single, easy‑to‑use space where parents, carers, and young people can access trusted information on everything from parenting and early years support to health, well‑being, childcare, and the SEND Local Offer.

The website brings together four key areas of support:

Family Hubs

  • Free, friendly community centres offering practical and emotional support for families. Family Hubs provide help with parenting, child development, wellbeing, and connections to local services.

Family Information Service

  • A one‑stop source of free, impartial information on childcare, activities, benefits, financial support, and family rights - helping families navigate everything from early education to youth clubs and holiday schemes.

Childcare & Early Years Guidance

  • Clear advice on local childcare options, help finding providers, support with early years development, and information on financial help such as funded childcare and cost‑of‑living support.

SEND Local Offer

  • Inclusive, comprehensive support for families with children and young people aged 0–25 with special educational needs and/or disabilities.

Call for public views to improve disability benefit

Disabled people and those with long-term health conditions will be able to share their views on how Personal Independence Payment (PIP) should be reformed, as the Timms Review opened a Call for Evidence this week. 

The Review is examining whether PIP - which supports nearly four million people in England and Wales with the extra costs of disability - better reflects how people’s conditions impact them in the modern world.  

The Call for Evidence - which runs until 28 May - is the first step in a wider, accessible programme of engagement, shaped by the Review’s steering group. This will ensure as many disabled people as possible contribute to it, including young people.   

It is built around the four themes the steering group have identified, with evidence sought on topics including, but not limited to:   

  • How effectively PIP is delivering on its intended purpose 
  • Whether the PIP assessment provides fair access to the right support   
  • Whether the experience of claiming PIP varies for different groups 
  • How the changes in the workplace and wider society since 2013 have impacted PIP 

Anyone can respond and those with lived or learned experience of PIP, including disabled people, the organisations that represent them, carers, clinicians, experts, MPs, and other elected officials across the UK, are particularly encouraged to do so.

A message from Carers Support Eden, Carer Support Furness and Carer Support South Lakes

From the 1st of April 2026, the Statutory Provision of Westmorland & Furness Council ‘All-Age Carer Support Service’ (Carer Needs Assessment, Support Plans, applications for Carer Budgets and Emergency Contingency Plans) will be transferring from Carer Support Eden, Carer Support Furness and Carer Support South Lakes who have worked under the consortium Carer Support Cumbria and this will now be delivered by N-Compass Towards a Brighter Future under the service name Westmorland & Furness Carer Support Service, this is due to them being awarded the contract following the recent Westmorland and Furness Council contract tendering exercise.

Carer Support Services from Carer Support Cumbria organisations; Carer Support Eden, Carer Support Furness and Carer Support South Lakes moving forward:

Westmorland and Furness Council acknowledge the support that the three Carers Organisations have provided to Unpaid Carers over many years and the plans to continue to do in their respective local communities.

We can confirm and hopefully reassure organisations and the local community that Carer Support Furness will continue to deliver support services to Unpaid Carers and these will include; Carers Cafés, Support Groups, Trips and Activities for all Unpaid Carers; Adult, Parent, Young and Young Adult Carers and we will remain in our base at Hindpool Community Centre, Nelson Street, Barrow-in-Furness, Cumbria, LA14 1NF.

In relation to our two Carer Support Cumbria partner organisations, Carer Support South Lakes are planning to continue with their activities, but unfortunately Carer Support Eden’s Board of Trustees have decided to cease and to close the organisation.

Walter has analysed NCIC data to show how patients travel to and use local services, with a focus on emergency and maternity care. His work helps reveal where pressures and delays arise, and how services might be organised more effectively to improve patient flow and support local analytical capacity in Cumbria.

Your Practice Roadshow
The roadshow/event is for the community; we are looking to include as many organisations as possible to let the patients know what is available in their surrounding areas.

The aim of this day is to ‘showcase’ your services. To raise awareness and build community connections, show the support and services you can offer to the patient of the practices.

ADHD & Work training programme

This workshop has been developed by a member of our team with lived experience of ADHD. Diagnosed at age 20, she initially felt defined by a label that suggested limitations. However, through determination and resilience, she discovered her strengths and developed effective ways of working with her ADHD rather than against it — and is now passionate about helping others do the same.

This 5-hour interactive session can be delivered within your organisation to support staff and managers. It blends professional expertise with real-life insight, creating a relatable, engaging and practical experience. We regularly hear from individuals with ADHD who struggle to gain or maintain employment, and this programme is designed to address those challenges head-on.

The workshop is designed to raise awareness, build understanding, and equip teams with practical strategies to better support employees with ADHD. By fostering inclusive, flexible environments, organisations can empower individuals with ADHD to thrive and be recognised as valuable assets within the workforce.
Pricing starts from £495 for up to 5 staff, up to £895 for groups of up to 20 staff. This also includes a helpful Manager’s Quick Guide to support ongoing learning after the session.
The programme is currently in the process of becoming CPD certified and fully accredited. In the meantime, we’re offering a reduced rate for organisations who would like to take part as a pilot. Alternatively, you may prefer to wait until certification is complete, at which point all participants will receive CPD certificates and standard pricing will apply.

Free Training for Local Infrastructure Organisation Staff and Volunteers - 7th May

The role of local infrastructure organisations supporting people and their families in the Criminal Justice System

Please note this free training is only for staff and volunteers of local infrastructure organisations

Clinks is working in partnership with the National Association of Voluntary Community Action (NAVCA) to develop our relationships with local infrastructure organisations, with the aim of increasing support for the VCSE sector around the criminal justice system. Thousands of voluntary sector organisations don’t specifically target people with convictions but include them within their client group because of the nature of their work. Voluntary organisations often provide wrap-around services to enable and support individuals to undertake and complete their sentence and go on to live fulfilling lives. This workshop provides local infrastructure organisations the chance to deepen their understanding of the criminal justice system, exploring how it affects VCSE organisations locally and communities more broadly.

The recently announced Sentencing Act and the implementation of key measures due to commence in Spring 2026, will result in increased need for and engagement with local VCSE services to support community sentencing. Enabling individuals in contact with the criminal justice system and their families to access needs-led services and opportunities for support in their local areas.

The scale and complexity of the criminal justice system can often feel overwhelming and confusing. This workshop is designed to enable local infrastructure voluntary sector staff increase awareness of how the system works and to create space for discussion about how they can support local VCSE organisations operating within it, exploring the challenges and opportunities that exist.

Cumberland Council launch the Big Lunch funding - June 2026

Our Food Cumberland partnership is providing grants of up to £200 per project for groups across the Cumberland area to host events e.g.

  • as part of the Big Local Lunch 5-8th June
  • Open Farm Sunday in 7th June
  • Great big Green Week 6th – 14th June

The whole month of June is the month of community so get your groups organising something and have some fun, eat local healthy food, think about minimising food waste and DON’T use any single-use plastics.

Safety Net An update on Referral Reopening

We’re pleased to confirm that referrals to Safety Net will reopen from Tuesday 7th April.

Over the past few weeks, we’ve been reviewing and strengthening our processes to support a more efficient, consistent and responsive service. Full details of the updated referral pathway can now be found within our revised referral form and on our website.

Referral process (summary)

All referrals will be screened for suitability.

Where appropriate, clients will be contacted and invited to book an initial call through our new booking system.

We will manage all follow-up and keep you updated where needed.

We strongly encourage professionals to complete referrals on behalf of clients, rather than directing clients to self-refer. This helps to:

Reduce the risk of re-traumatisation

Ensure we receive accurate and relevant information from the outset

Provide a clearer understanding of current and previous support

Improve the efficiency and timeliness of our response

Waiting times and pathway

We are currently operating with a waiting list, meaning support is not immediate following referral.

After the initial call, clients will be placed on a waiting list for assessment. Assessments are completed when a client reaches the top of the list, ensuring information remains current and relevant.

Following assessment, and where appropriate, clients will be allocated to the next available suitable support.

At present, waiting times between the initial call and assessment may be up to 12 months.

While individuals are waiting, we can offer signposting, information and advice where appropriate.

We recognise that this may feel challenging, and we really appreciate your continued support and understanding. These changes are aimed at improving access to our services, maintaining quality, and reducing the need for future pauses in referrals.

The Co Chair ensures meetings are productive, that all voices are valued, and that the group’s work remains focused on its aims and objectives.

Working together to improve end of life support

A powerful new resource which is helping people with learning disabilities across North Cumbria to have more open, informed conversations about death, dying and bereavement.

Developed through a strong collaborative approach, the new 'Death, Dying and Bereavement Resource Pack' brings together easy-read materials and practical activities to support individuals, families and professionals navigating some of life’s most difficult moments.
 
Co-produced with more than 25 partners, the packs have been led by Eden Valley Hospice alongside learning disability teams from Cumberland, Northumberland, Tyne and Wear NHS Foundation Trust, with funding from the North East and North Cumbria ICB.
 
With around 2% of the population in Cumbria living with a diagnosed learning disability, this is an important example of how we are working together to reduce inequalities and ensure everyone can access personalised, compassionate care at the end of life.
  
This is a great example of the kind of partnership-led, person-centred innovation - partners coming together to tackle inequalities and ensure everyone has a voice in the conversations that matter most.

Heating Oil Support fund launched

A new fund to support eligible households who are struggling with the cost of heating oil has been launched in Cumberland.
The price of kerosene – the fuel used for heating oil - has been especially affected by the recent conflict in the Middle East and has risen faster than other fuels such as petrol and gas.
The Government recently announced a targeted support package for low-income families which is to be distributed by local councils.
Cumberland Council can now confirm that its Heating Oil Support Fund is open for applications from eligible low income households who use heating oil as their primary source of heating. Cumberland’s share of the national support package is £370,000.
Households in Cumberland who are experiencing financial hardship linked to heating affordability, and whose primary source of heating is oil, may be eligible for support if you meet one or more of the following criteria, in that they receive:
• Pension Credit
• Universal Credit
• Housing Benefit
• Council Tax Reduction
• Any other benefit (subject to financial assessment)
• Or the gross annual household income is less than £20,500.
Eligible households will receive a single one-off payment of £400, and it is anticipated that Cumberland’s allocation would therefore support around 900 households.

Spring COVID-19 vaccinations 2026

Communications about who will be offered free COVID-19 vaccination will be launched 13.04.2026.

Those eligible include:

  • people aged 75 and over
  • People aged 6 months and above who are immunosuppressed

Vaccinations will be available to book on the online National Booking System, NHS APP or by calling 119 from 7 April, for appointments commencing 13 April.

Yoga 4 week mini-series fully funded

Following the success of the last two funded yoga mini-series, I am delighted that I have further funding to offer a 4 week yoga mini-series across two venues, in Whitehaven and Cleator Moor.

These classes are open to everyone, although participants need to have sufficient mobility and balance to get up and down safely from the yoga mat.

NCIC appoints NEW Chair

Dr Stephen Singleton has this week taken up his role as Chair of North Cumbria Integrated Care NHS Foundation Trust (NCIC).

The appointment follows a comprehensive recruitment process led by the Trust’s Governors Council. He takes over the role from Teresa Griffiths who has been interim Chair of the Trust since the retirement of previous Chair Steven Morgan in October 2025.

Dr Singleton is a former GP in North Cumbria, a public health physician and NHS executive who has worked as an executive coach and quality improvement mentor for the last 12 years.

Stephen’s career has included a seven-year spell as Medical Director and Interim Chief Executive of the North East Strategic Health Authority from 2006-2013 and clinical lead for the Covid Coordination and Response Centre at the Newcastle upon Tyne NHS Foundation Trust from 2020 to 2023.

Many of you will remember Stephen from his period leading the work of CLIC here in North Cumbria

Companionship Cafe Launch in Penrith

We’re delighted to share a new community initiative from Home Instead North Lakes aimed at supporting wellbeing and reducing social isolation across our local area. We are especially pleased to be working with Jane, Community Champion at Morrisons in Penrith, and would like to extend a heartfelt thank you for her support in helping make this possible.

This month marks the launch of our Companionship Café in Penrith, a welcoming and relaxed space designed for those who may be feeling lonely, isolated, or simply looking to connect with others in their community.

Key Changes - Working Together to Safeguard Children 2026
The Department for Education (DfE) published a new edition of its statutory guidance Working Together to Safeguard Children in March 2026. This 2026 edition replaces Working Together to Safeguard Children 2023.

The guidance outlines what organisations and agencies must and should do to help, protect and promote the welfare of all babies, children and young people under the age of 18 in England.

Key additions to the guidance include:

  • understanding and challenging racism and discrimination
  • recognising the specific needs and experiences of babies
  • understanding the impact of domestic abuse
  • awareness of children experiencing simultaneous harms or multiple harms
  • strengthened inclusion of children in care
  • the link between online harm and harm experienced in person

Launch of digital mental health support tool for adults April 2026

Adults across Westmorland and Furness can access free, anonymous and confidential mental health support 24 hours a day, 365 days a year from 1 April 2026.  

Qwell is an interactive digital mental health platform, where users can access a range of support online including: 

  • Connecting online with qualified professionals via drop in and pre-booked sessions
  • Moderated Community support - talking to someone with similar experiences
  • Self guided resources - articles and interactive tools 

It offers flexible, clinically moderated support designed to reduce barriers to accessing mental health support. The service is free to use with no waiting lists, no referrals and no thresholds, providing immediate access whenever it is needed. 

Mental Health support for those under the age of 18 is available via the Kooth digital platform, which has been available to Westmorland and Furness young people  since 2023.

Integrated Care Board (ICB) board meeting summary

The North East and North Cumbria (NENC) Integrated Care Board (ICB) met for its latest board meeting on Tuesday 31st March, attended by Lisa Taylor as VCSE representative.The agenda included the regular committee and Chief Executive reports, finance and integrated delivery reports as well as updates on the ICB’s medium term plan, the oral health strategy and dental access.

Dame Lesley Regan, the Women’s Health Ambassador for England, joined the meeting, co-presenting an item on Women’s Health with Claire Riley, NENC ICB Chief Corporate Services Officer. 

Claire shared information about the ICB’s Women’s Health Programme, including the great work of the Women’s Health Hubs in this presentation. You can read more about further investment in the Hubs in the news section of this bulletin below.

Dame Lesley then delivered a dynamic presentation about the national Women’s Health Strategy, and the disparities applied by the health system to women, who are 51% of the population, 49% of the workforce, 68% of unpaid carers, and the makers of 80% of household health decisions.

Dame Lesley strongly advocated for a preventative, wrap-around model of care with strong collaboration, including with the VCSE sector, and a move from “admiring the problem” to taking decisive action, including the commissioning and expansion of Women’s Health Hubs. New ICB structure confirmed

The new North East and North Cumbria (NENC) Integrated Care Board (ICB) structure has been confirmed and will come into effect on 4th May.

At the March VCSE Partnership Forum, Rachel Mitcheson, Director of Place and Integrated Services, NENC ICB, delivered a presentation to our sector that outlined the new structure.

She emphasised that partnership working remains central in the new model to enable providers, local government and VCSE partners to shape pathways and outcomes.

She outlined that the organisational groups will be divided into Insights, Strategy and Policy Group, Commissioning Group, and Corporate Services Group. There will be a multi-professional approach to deliver the strategic commissioning cycle that will focus on population health, development and delivery of the commissioning function and optimising the allocation of resources.

Commissioning Teams will be divided into North and North Cumbria (this includes North Cumbria. Northumberland and North Tuneside), Newcastle and Gateshead, Central and South. The new Executive Team, Commissioning Directors and Clinical Leads have also been appointed, and the full details of these can be found in Rachel's presentation slides from the Forum at the link below.
